Abstract

SIPD is a staffing user application managed by the BKPSDM Kota Palembang and used by all employees within the Palembang city government, ranging from personal data to job history, rank and education history as well as all employee activities stored in electronic documents. However, based on the results of interviews with the BKPSDM Kota Palembang conducted by the author, that there are problems with the SIPD application. The SIPD application is essential, so some of these deficiencies can slow down the work processes of the State Civil Apparatuses in the city of Palembang. For this reason, an evaluation of the governance of IT services is carried out to be able to assist in optimizing IT investments and evaluating whether the measurements carried out and the services provided have deficiencies and to find out what needs to be improved so that governance at SIPD runs well. Measurement of the maturity level of information systems uses a COBIT 2019 framework. At the beginning of the research, organizational goals need to be found so that they can then go through a mapping process. The next stage is mapping company goals that have been obtained to alignment goals. Furthermore, the alignment objectives obtained are mapped back into the 2019 COBIT objectives. Then the problems that have been obtained will be mapped to objective recommendations. There are three objectives obtained, namely APO01, APO04, and APO11 and calculated to produce a level of maturity. The maturity level obtained is equal to level 1. The final stage is providing recommendations for improvements based on the results of calculating the distance between the current maturity level and the expected maturity level are expected to help improve governance in the SIPD managed by the BKPSDM Kota Palembang.
