Abstract
The rapid development of information and communication technology (ICT) provides a major influence on changing people?s life style. Utilization of ICT has been used as a powerful instrument to accelerate economic and social development, including the quality of life?s improvement in rural communities. However, the fact today is that ICT utilization has just applied in industrial sector, governance sector and education sector. ICT Growth and utilization is still focused on urban communities, while most of the Indonesian people live in rural areas. Therefore, a definite strategy is needed so that the implementation of ICT can be enjoyed as well as it can improve the quality of life in rural communities. Assessment strategies will be more focused on strategies that can be done to optimize the results of the implementation of information and communication technology as part of efforts to improve the quality of life for people residing in rural areas in Indonesia
