Abstract

This research is motivated by promotion of investment opportunities that are not implemented according to the target, and the realization of program budget that was not optimal. This study aims to determine the budget management of Promotion Enhancement and Investment Cooperation Program at Investment and One Door Integrated Services Office of Palembang in 2016. The method that used in this study is a qualitative method. Data collection techniques were conducted through in-depth interviews and documentation studies. The theory that used in this research is the theory of financial management by Ahmad Yani, where financial management can be viewed based on three dimensions, they are planning and budgeting; implementation and administration; and accountability. Based on the results of research in the field shows that planning and budgeting, also implementation and administration of Promotion Enhancement and Investment Cooperation Program budget was not good enough, also accountability was not good enough. The conclusion of this research is that the budget management of Promotion Enhancement and Investment Cooperation Program at The Investment and One Door Integrated Services Office of Palembang in 2016 did not work well. In order to run budget management of Promotion Enhancement and Investment Cooperation Program well, this research suggests to: (1) design the Standard Operating Procedures for region potential development activities, (2) planning and implementation should be carried out with due regard to the effectiveness and efficiency principles, and (4) increase supervision from the internal of Investment and One Door Integrated Services Office Palembang itself.
