Abstract

This research is entitled Evaluation of the Implementation of the 50:50 State Civil Apparatus Picket System during the COVID-19 Pandemic Period at Higher Education Service Institutions (HESI) Region II. This study aim to determine the Application of the 50:50 Picket System for State Civil Apparatus during the COVID-19 Pandemic Period at Higher Education Service Instituions Region II. The research method used in the research on the Evaluation of the Implementation of the 50:50 State Civil Apparatus Picket System during the COVID-19 Pandemic Period at Higher Education Service Institutions (HESI) Region II uses qualitative methods. Sources of data obtained through primary data and secondary data with data collection techniques obtained through interviews, observation, and documentation. This study refers to the Countenance evaluation model theory put forward by Robert E. Stake to measure the success of system implementation in terms of three dimensions, namely Antecedants (Context), Transactions (Process), and Outcomes (Results). The results of the research on the Evaluation of the Implementation of the 50:50 State Civil Apparatus Picket System during the COVID-19 Pandemic Period at Higher Education Service Institutions (HESI) Region II show that it is not fully ideal because there are still several obstacles, but they do not interfere with the application of the system as a whole.
