Abstract

This research aims to find out and understand how Timor Leste's diplomatic efforts to become an ASEAN member country in 2022. Since its independence in 2002, Timor-Leste has shown a desire to become a member of ASEAN. In terms of Timor-Leste's efforts to join ASEAN, various diplomatic methods are used to achieve its goal of joining ASEAN in 2022. This research uses a qualitative-descriptive approach. Secondary data sources are sources of information that already exist and are used in this research. The Multi-Track Diplomacy concept from John W. McDonald and Louise Diamond was used as the basis for this research. This study shows that the diplomacy that Timor-Leste carries out is through efforts through Track One Diplomacy (government) which is implemented with the Timor Leste government's diplomatic efforts through state visits to ASEAN member countries to discuss bilateral relations and gather support regarding Timor Leste's membership in ASEAN, the Government of Timor Leste is active in participating in the agenda of ASEAN activities, Track Three Diplomacy (business) which is implemented by implementing cooperation with ADB and bilateral cooperation with ASEAN member countries, Track Five Diplomacy (Education) which is implemented by exchange students, scholarships for universities in ASEAN countries as well as cooperation related to training in all fields, Track Nine Diplomacy (mass media) which is implemented by using social media highlights for positive framing of Timor Leste and utilizing local media to improve the country's image in the world view. Timor Leste's diplomatic efforts then led to Timor Leste being accepted as the eleventh member of ASEAN, as stated in the ASEAN chairman's statement at the 40/41 ASEAN Summit in Phnom Penh, Cambodia.
