Abstract

This study aims to examine the effectiveness of the organizational units of the DPD RI Office in the Capital City of South Sumatra Province based on the rightsizing of the organization, and to explain the management of community and regional aspirations by the Office. The research method used in this study is descriptive qualitative, which describes and provides an overview of the effectiveness of organizational rightsizing and the implementation of the function of managing the community and regional aspirations. Data collection techniques were undertaken through interviews, observation, and documentation. The data analysis technique used is the interactive model of Miles, Huberman & Saldana. The outcomes demonstrated that the organizational unit arrangement (rightsizing) of the DPD RI Office in the capital city of South Sumatra was ineffective. This conclusion can be drawn from the fact that two of the three aspects of the rightsizing organization of the Office were not fulfilled. According to strategic policy, it has reflected a picture of the conditions and conditions to be realized in 2020-2024. Based on the division of organizational units, the Office has not relied on the principles of rightsizing the organization. According to the aspect of integrating people (apparatus HR management), the needs of employees (HR) in the Office need to follow the organization's needs. Based on these results, this study concludes that the implication of not fulfilling 2 of the 3 aspects of the rightsizing of the office organization ultimately implements the Office's functions in managing constituent aspirations is not optimal. Therefore, the DPD RI Secretariat General needs to establish the DPD RI Office in Provincial Capital to become a separate work unit, revise the regulation on organizational structure and work procedures, create a new management of aspiration SOP, conduct talent mapping as a guide for filling positions, and fill functional staff as soon as possible to optimize the management of the community and regional aspirations.
