Abstract

This research is motivated by the poor maintenance road of the Siroh Pulau Padang Pampangon maintenance activities have not reached the target and the rood conditons are badly damaged. This study aims to determine the management of the maintenance budget for Padang-Pampangon island Sirah Roat for Fiscal year 2017 at the Office of Public Works and Spatial Planning of Ogan Komering llir Regency. The research method used in this study is a qualitative method. Data colection technique are Carried out through observation in-depth interviews, and documentation. The theory used in this study is the theory of Principles of financial management according to Juli Panglima Saragih, wliere financial management can bee seen from five dimensions, namely Transparency, Efficient, Effective, Accountability and Participatory and be anayisis with five aspect is planning Organizing, implementation and controlling. Based on the results of research in the field Show that Transparency, Efficient, Effective, Accountability and Participatory have not been done well. the conclusion of this study is that the management of the maintenance budget for the Sirah Pulau Padang-Pampangan road in 2017 is not going well. This research provides suggestions for goad budget management: I) Standard Operational Procedure (SOP) needs to be made for road maintenance activities, 2) there needs to be forum for communities to participate and be involved in planning, implementation and supervision, 3) preparation of financial reports and reports Accountability must be clear and detailed.
