Abstract

Communication planning is an inseparable activity in communication programs and development programs that require communication support, including in disseminating program activities from the Government. As a form of socializing the City, this activity does not escape the planning of communication. Therefore, this paper will examine communication planning activities carried out by the Palembang City government in disseminating the EMAS Palembang program. This study uses qualitative research methods, which attempt to descnbe or describe the object under study based on facts in the field. Data was obtained through indepth interviews with the public relations division of the city of Palembang. The study found that communication planning carried out by the Palembang City Government in disseminating Palembang EMAS was carried out involving two main things, namely (1) the organization that mobilized activities in this matter was the Palembang City Government Secretariat. The first step in planning communication is by conducting a research & policy formulation analysis to find out the objectives of programs and activities from Palembang EMAS based on the 2015- 2018 Palembang City RPJMD, planning the implementation program is the second stage to detennine the strategic plan to be used in implementing the activities Palembang City Government communication planning in disseminating the EMAS Palembang program, the third stage then conducting communication activities was a strategy used to socialize the Palembang EMAS program by using various kinds of media as a means of socializing the EMAS Palembang program and collaborating with several media parties in Palembang. ; (2) the public who is the target of activities consisting of responses by holding FGDs (Forum Group Discussion) with the community and providing an online service and complaints rubric, and the final step is to conduct an evaluation.
