Abstract
This study aims to determine the effectiveness of the Golden Rules 4.0 policy in fostering employee compliance at PT Bukit Asam Tbk. The Golden Rules of PT Bukit Asam Tbk is a firm regulation that encompasses various policies related to the obligations that must be adhered to by all parties within the workplace regarding the implementation of occupational health and safety (OHS) and sanctions for violations of these obligations. The research adopts a descriptive qualitative approach, with data obtained through in-depth interviews and company document analysis. Data analysis includes data condensation, data presentation, and conclusion drawing. The research informants consist of three individuals. This study utilizes the policy effectiveness theory by Riant Nugroho, which includes the dimensions of appropriate policy, implementation, target, environment, and process. The findings reveal that the Golden Rules 4.0 policy has been effectively implemented and serves as a strong foundation for preventive measures while fostering an OHS compliance culture among employees at PT Bukit Asam Tbk. However, to maintain consistency and ensure the ongoing effectiveness of the Golden Rules policy, aspects of supervision and habit formation among both internal employees and partner staff require further improvement and greater attention from PT Bukit Asam Tbk.
