Abstract

This study aims to explore the extent to which the innovation of the Satu Data Indonesia (SDI) policy contributes to the realization of Open Government Data (OGD) in Indonesia, investigate the principles of OGD through the Satu Data Indonesia Portal, and construct an integrated theoretical framework. To achieve these objectives, the researcher integrates the diffusion of innovation theory, resource-based theory, and the criteria for innovation success, namely the eight principles of Open Government Data. The study employs a qualitative method, utilizing data sources from observations and secondary data, which are analyzed using thematic analysis techniques. The findings reveal that Indonesia's data governance remains suboptimal, necessitating an innovation for integrated data governance. This innovation, Satu Data Indonesia, has been disseminated through interpersonal and mass media channels. Furthermore, the study identifies existing internal resources that serve as drivers for social systems to adopt the Satu Data Indonesia policy. However, the adoption of the policy has not been evenly distributed across all social systems due to weak organizational culture. Despite this, the categorization pattern of adopters of the Satu Data Indonesia policy aligns with the trends described in diffusion of innovation theory. Additionally, the researcher develops a new framework, derived from the successful realization of Open Government Data through the Satu Data Indonesia policy. This framework, named the Arrow Framework, can serve as a guide for practitioners in adopting innovations and as a reference for academics in evaluating innovation adoption.
