Abstract

Pembinaan prestasi olahraga merupakan proses penting untuk menghasilkan atlet yang berkompeten dan mampu bersaing di berbagai kejuaraan. Penelitian ini bertujuan mengevaluasi program pembinaan prestasi bola basket oleh PERBASI Kabupaten Belitung dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product). Metode yang digunakan adalah deskriptif kualitatif melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa secara konteks, program sudah sesuai dengan kebutuhan daerah. Namun, pada aspek input ditemukan kurangnya pelatih bersertifikat, sarana latihan terbatas, dan pendanaan belum memadai. Proses pembinaan belum berjalan optimal karena minimnya intensitas latihan dan kompetisi. Dari aspek produk, prestasi tim basket Belitung mengalami penurunan, terbukti dari peringkat rendah dalam PORPROV dan POPDA. Kesimpulannya, rendahnya kualitas SDM, fasilitas yang kurang memadai, dan minimnya kompetisi menjadi penghambat utama, sehingga perlu perbaikan di pelatih, sarana, dan sistem pembinaan.
