Abstract
This study aims to describe the role of the United Nations Children's Fund (UNICEF) in addressing the Rohingya refugee crisis in Bangladesh during the COVID-19 pandemic. Using a descriptive-qualitative method and Clive Archer's theory of international organizations, the study demonstrates that UNICEF's role can be analyzed from three perspectives: instrument, arena, and actor. As an instrument, UNICEF has been utilized by Bangladesh to serve its national interests through policy tools such as the Joint Response Plan (JRP), as well as through technical and financial assistance. These efforts align international humanitarian support with Bangladesh's objectives of managing the refugee population while maintaining socio-political stability. In the arena role, UNICEF actively organized and facilitated meetings and forums, despite movement restrictions due to the pandemic. These included both online forums and face-to-face meetings, showing its ongoing commitment to coordination and dialogue. Lastly, in its actor role, UNICEF demonstrated autonomy and independent agency, free from external influence. This is evident in its consistent advocacy for the safe repatriation of Rohingya refugees wishing to return to their home country. Beyond advocacy, UNICEF also implemented various initiatives based on its own norms and mandate, such as home-based learning programs, child protection efforts during the pandemic, and health and nutrition services for refugees.
