Abstract

The background of this research is based on the report on ihe performance results of the Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Palembang from 2016 to 2019 there is one program that does not succeed in exceeding the performance targets set by the assessment of performance results which tend to stagnate even for 4 consecutive years, namely in the business opportunity promotion program for the leading business sector. To find out what are the factors causing the low performance of the business opportunity promotion program in this leading business sector, an unalysis is carried out using the theory of Kadarwati (2003) which explains what factors affect the low performance achievement of programs run in an organization, which sees three important points, namely: (1) the Input dimension which is in the Budget Performance indicator in program planning and implemeniation is one of the factors causing the low performance achievement, (2) the Process Dimension which is an indicator of the Palembang City Investment and One Stop Integrated Service Office holding activities and events for the introduction of related locations to find investors is one of the factors causing the low performance achievement, (3) Output Dimensions which are indicators of the Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Palembang implementing a cooperation agreement between the organizers and the investors, feed is one of the factors causing the low performance achievement. This study used a qualitative descriptive method which aims to describe clearly and in depth what are the factors causing the low performance achievement in the Business Opportunity Program for the Leading Business Sector at the Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Palembang
