Abstract

ABSTRACT This research was motivated by the low level of budget usage for IEC service activities even though the activity was held in 16 Districts of Kampung KB Palembang City in 2019. This study aims to analyze and describe what causes the low use of the budget for Information and Education Communication (IEC) service activities at the Palembang City Population Control and Family Planning Office in 2019. The analysis of budget use uses aspects contained in the concept of budget absorption according to Iqbal (2018) in Purwati et al (2021: 245). The research method used is qualitative. Data collection techniques are sourced from observation, interviews and documentation. The results showed that the Palembang City DPPKB had not been successful in terms of budget absorption of IEC service activities, this is due to several obstacles such as activity implementation targets and budget targets that are not achieved only 33,2 percent of budget celling, the implementation time of activities that have not been maximized, as well as obstacles from the SIMDA application in absorbing the budget and implementation in the field due to the same time with other fields and local communities who are unable to be present at the time activities take place. The suggestion of this research is that the Palembang City DPPKB is expected to be able to carry out activities and absorb the budget for IEC service activities optimally in accordance with what was planned previously, carry out activities in accordance with the schedule that has been made or listed in the framework of reference and improve coordination between fields when implementing activities.
