Abstract

Budgetary slack merupakan salah satu perilaku menyimpang yang membuat ketidakseimbangan terjadi antara anggaran yang disusun dengan potensi anggaran sesungguhnya. Penelitian ini bertujuan untuk menguji secara empiris pengaruh komitmen organisasi dan budaya organisasi terhadap potensi timbulnya budgetary slack dan untuk menguji secara empiris peran ketidakpastian lingkungan dalam memoderasi. Penelitian ini dilakukan pada pegawai yang terlibat dalam penyusunan anggaran pada Perusahaan BUMN Klaster Industri di Kota Palembang. Pengambilan sampel dilakukan dengan metode purposive sampling dengan total 60 orang. Sumber data yang digunakan adalah data primer yang diperoleh dari penyebaran kuesioner kepada responden penelitian. Teknik analisis yang digunakan analisis regresi berganda dan regresi moderasi dengan program SPSS versi 26. Hasil penelitian menunjukkan bahwa komitmen organisasi berpengaruh negatif sedangkan budaya organisasi berpengaruh positif terhadap potensi timbulnya budgetary slack. Ketidakpastian lingkungan sebagai variabel moderasi memperkuat hubungan komitmen organisasi dengan budgetary slack, namun memperlemah hubungan budaya organisasi dengan budgetary slack.
