Abstract

The University is a place where students learn, receive education and interact face�to-face. Due to the Covid-19 pandemic, the government urges them to learn from their respective homes or be able to study face-to-face if the education unit is ready with strict health protocols. This research aims to determine the implementation of health protocol policies on the readiness of face-to-face learning at Sriwijaya University during the Covid-19 pandemic. This research uses qualitative methods. 10 informants were selected based on suitability and adequacy. The research was conducted with in-depth interviews, observations, and document reviews. Data analysis is carried out by looking at the picture of communication indicators, resources, dispositions and bureaucratics structures. The results showed poor communication between policy stakeholders and implementers, the attitude of the policy implementers has not shown a good compliance commitment, decision making if there is a positive case is not in accordance with the rules set by the government, the budget prepared is sufficient but there is no additional allocation in 2022, supporting facilities are available but some are in an unkempt state and the amount is still insufficient, and do not have a clear SOP. In general, the readiness of Sriwijaya University for face-to-face learning, in some ways is not quite ready an in accordance with Circular Letter number 4 of 2021 concerning the Implementation of Face to Face Learning for the 2021/2022 Academic Year, and the recommended that Sriwijaya University should often conduct direct evaluations and establish more mature fixed procedures by reffering to any shortcomings and some misappropriations committed by policy implementers, providing harsh sanctions for delibrate violations, and always being open to policies that should be known by al campus residents.
