Abstract

The purpose of this study was to determine the factors that influence the performance of the budget for the management and development of the drainage channel of the public works department and the spatial planning of the city of Palembang. The background of this research is that there was a drastic decline in 2019 even though in 2020 there was an increase but the achievement was still below 80 percent. The achievement of budget realization should be stable and continue to increase. Therefore, after being spent and reported in the budget realization report, an analysis of this expenditure also needs to be carried out to find out what factors affect the Budget Performance of the Drainage Channel Program based on the theory of Greg Hager et al which consists of four dimensions including Objectives, Performance Measures, Relationship and Accountability. The research method used is a qualitative research method. Based on the results of data analysis of budget changes that occurred due to the covid-19 pandemic. The results of this study are expected to be used as an evaluation to see how far the achievement of performance results from the use of the budget that has been allocated in the emergency period, so that it can be a reference for budgeting activities in the next fiscal year and making priorities for the needs of goods/services that will be submitted to the community so that the objectives of the program can be achieved optimally.
